		<description>Congratulations!  This is a short-term remedy to a serious problem, and hopefully a long-term solution will be next.  

The decision to make Scarlet a major access and egress for the new subdivision west of Lake Hood Elementary School was a VERY poor choice from the get-go.  This access route was NOT part of the original, approved site plan.  Scarlet, a once quiet, dead-end street, was not designed nor intended as a major arterial. But that is exactly what it has become since being connected to the subdivision.  Scarlet ALSO sees heavy traffic by parents with students at Lake Hood Elementary School.  Alternative subdivision access is the real solution here...OR, the municipality needs to provide upgrades to Scarlet that include curbs and sidewalks (both sides!) and posted speed limit signs (25).

		<description>Good. Neighborhood streets are not throughways/thoroughfares. Too many/most exceed the posted speed limit when traveling to destinations other than the immediate street--destinations developed AFTER the original neighborhood was established. Homeowners and families should be able to enjoy their homes and yards without worrying about the cars of non-neighbors speeding past the curbside, particularly when the original neighborhood doesn&#039;t have sidewalks on which children may play and ride their bikes.  Long live the speed bump.</description>
